세계의 이목이 집중된 가운데 베트남 하노이에서 열린 2차 북-미 정상회담이 28일 아무런 성과를 내지 못하고 결렬됐다. 오전까지만 해도 성공을 향해 순항하는 듯 하던 정상회담은 오후 들어 결국 무산 되고 말았다. 북-미 두 정상간의 합의문 서명식이 취소 되었다. 크나큰 기대와 관심 속에 열린 정상회담이 이렇게 갑작스럽게 결렬된 것은 큰 충격이 아닐 수 없다.

문재인 대통령은 3.1 절 기념사에서 하노이 협상에 대해 “이제 우리의 역할이 더 중요해졌다”며 “미국·북한과 긴밀히 소통하고 협력해 양국 간 대화의 완전한 타결을 반드시 성사시켜낼 것”이라고 했다. 합의 무산이 남북경제 협력과 한반도 평화구축을 위한 더 높은 합의 과정일 뿐이며, 우리의 적극적인 자세로 얼마든지 극복할 수 있음을 강조한 것이다.

문재인 대통령은 이어 “한반도에서 ‘평화경제’의 시대를 열어나가겠다”고 했다. “비핵화가 진전되면 남북 간에 ‘경제공동위원회’를 구성해 남북 모두가 혜택을 누리는 경제적 성과를 만들어낼 수 있을 것”이라고도 했다. 남북 대립과 갈등, 적대와 반목으로 점철된 70여년 분단체제를 종식하고 남과 북을 아우르는 평화·경제협력 공동체를 구축하겠다는 뜻으로 해석된다. 

문재인 대통령은 특히 그 일환으로 “금강산관광과 개성공단의 재개 방안도 미국과 협의 하겠다”고 밝혔다. 앞서 김정은 북한 국무 위원장은 올해 신년사에서 금강산관광과 개성공단의 조건 없는 재개를 제안했고, 문 대통령도 지난달 19일 도널드 트럼프 미국 대통령과 통화하면서 금강산관광, 개성공단 재개를 북한 비핵화 협상의 지렛대로 활용하라고 제시했다.

현재 한미, 한독, 한중, 한일, 한호주 등 각국의 경제협력 공동 위원회가 활발하게 그리고 지속적으로 오랜 동안 촉진 운영 되어 왔다. 이러하듯 남북한 경제공동위원회도 조속히 가동하여 남북한 간 산업내 및 산업 간에 분업관계를 형성하고 ICT, 사회간접자본, 식량 에너지의 남북 연계 체계를 구축하여야 할 것이다. 유럽경제공동체는 유럽 지역의 경제 통합을 위해 세워진 기구이다. 유럽경제공동체가 추구했던 유럽의 경제통합 정신은 유럽공동체(EC)를 거쳐 현재의 유럽연합(EU)까지 이어졌다. 유럽경제공동체의 주요 정신은 관세동맹 결성, 수출입 제한 철폐, 역외 국가에 대한 공동 관세와 공동 무역정책 수행, 역내 인력과 자본의 자유로운 이동 등이다.

독일의 통일도 하루 아침에 이루어진 것이 아니다.

우리의 통일도 “금강산관광과 개성공단”의 재개부터 단계적으로 성사시켜 진행하여 나가며, 우선 무엇 보다도 철도연결 등 포괄적 제재를 문재인 대통령께서 미국, 북한과 긴밀히 소통하고 협력 중재하여, 풀어내야 한다.

The second round of the North-US summit held in Hanoi, Vietnam, failed to produce any results and broke down in the wake of the world's attention. The summit, which seemed to be cruising toward success only until the morning, eventually ended in the afternoon. The signing ceremony of the agreement between the North and the US leaders was canceled. It is a big shock that the sudden breakdown of the summit held with great expectations and interest.

President Moon Jae-in said, "Now, our role has become more important," he said, referring to the negotiation of Hanoi at the commemoration of Section 3.1. "We will communicate and cooperate closely with the US and North Korea, It is emphasized that is a higher consensus process for South-North economic cooperation and peace building on the Korean peninsula, and that we can overcome our aggressive attitude.

Moon Jae-in said, "We will open the era of 'peace economy' on the Korean Peninsula.""When the denuclearization progresses, South Korea and North Korea can form an Economic Joint Committee, which will create economic benefits for both South Korea and North Korea."It is interpreted as meaning to end the division system of 70 years divided by conflict, hostility and antagonism between the two Koreas and to build a peace and economic cooperation community that includes South Korea and North Korea.

In particular, President Mun Jae-in said, "We will consult with the United States for the resumption of tourism and the Kaesong Industrial Complex."Kim Jung-un, chairman of the North Korean National Committee for North Korea, proposed to restart Kumkang Mountain Tourism and Kaesong Industrial Complex in the New Year this year. President Mun Jae-in also talked with US President Donald Trump on the 19th of last month to use the resumption of Kumgang Mountain tourism and Kaesong Industrial Complex as leverage of the denuclearization talks with North Korea.

Currently, the Joint Economic Cooperation Committees of countries such as Korea and USA, Korea and Germany, Korea and China, Korea and Japan, Korea and Australia have been actively and continuously promoted and operated for a long time. As such, South Korea and the North Korea Economic Joint Committee will also be in operation at the earliest opportunity to establish a divisional relationship between industries within and between the two Koreas, and establish an inter-Korean linkage system of ICT, social overhead capital and food energy. The European Economic Community is an organization established for economic integration in Europe. The European economic community's pursuit of economic integration in Europe continued through the European Community (EC) to the current European Union (EU). The main spirit of the European economic community is the formation of a customs union, the abolition of import and export restrictions, common tariffs on non-member countries and the implementation of joint trade policies, and the free movement of capital and manpower in the region.

 Unification of Germany was not done in a day.

 Our unification should proceed from the resumption of the "Geumgang Mountain Tour and Kaesong Industrial Complex" in a phased manner, and first of all, President Moon Jae-in should communicate closely with the US and North Korea, and mediate and resolve the comprehensive sanctions including railroad connection.
